I think if you review the official statements, you will find that almost no claims were made early on, despite a truly slavering press corp.
What we had in the press were eagerly sought and freely given "witness" statements; the police may well have suspected their grave (no pun intended) error early on. A thorough investigation, protecting the rights of the shooter(s) in error, would need time.

This ties to your first paragraph; the witnesses and the press provided the heavy jacket, the jumped barrier, etc.
Now, of course, we have been given some facts, and the police screwed up; and policy and procedure will be reviewed;
heads will roll. "Lie"--for that, the press will accuse and never recognize their responsibility.
The Jessica Lynch tale was similar.
