The most scandalous dance beyond the shadow of a doubt was the waltz. Why? Well, it seems that as the girls spun very fast their dresses spun too. Until the bottoms of their long dresses spun above thigh level, and in those early days girls did not wear underwear. So flashing was actually the most blatant of sexual inducements. Funny, you never see this in any movies because anyone who has studied dance knows this.
